Significant changes have been made to the policy for obtaining an online factory license. The number of essential documents to be uploaded when applying for a new license has been reduced from seven to four.
Obtaining a factory license has become easier than before. Now, it will be issued within nine days, provided that the submitted documents are correct and in the correct order. Previously, it took 30-45 days for a license to be issued. In an effort to facilitate entrepreneurs and increase municipal revenue, the Factory Licensing Department has simplified the process of new license creation and renewal of existing licenses.
Policy changes for obtaining an online factory license include reducing the number of essential documents to be uploaded from seven to four when applying for a new license. Now, only ownership or lease proof, NOC from the owner and OC, approved building plan or structural stability certificate (excluding basements for applicable destinations), NOC from the Delhi Pollution Control Committee (DPCC) for areas exceeding 250 square meters, and Fire NOC need to be uploaded. If the premises are less than 250 square meters, Fire NOC does not need to be submitted. A unique code will be generated for the license, eliminating the need to physically retain a copy for verification purposes.
Meetings and camps to facilitate license creation In consideration of the conveniences of entrepreneurs, the Industrial Areas Development Board has decided to regularly organize facility camps in all 12 zones in industrial areas. Officials from the Factory Licensing Department will resolve entrepreneurs’ issues by regularly discussing them with representatives of industrial associations.
Improvements in the online application system Officials of the Factory Licensing Department have stated that the online portal has been simplified to make it easier for entrepreneurs to apply for a factory license. Changes have been made to the NAC portal based on entrepreneurs’ complaints, and a separate team has been deployed for the future resolution of complaints.
Exemption from submitting an affidavit for license creation The requirement to submit an affidavit for license creation has been waived. Now, the rules and conditions for the license will be printed behind the license. Non-essential columns have been removed from the application form, such as the process flow chart, list of raw materials, list of inappropriate products, front and back vacant spaces, landline number, and two addresses.
Emphasis on increasing municipal revenue The aim of simplifying the process is to enhance public convenience and focus on increasing municipal revenue. For the financial year 2023-24, the Municipal Corporation has issued a total of 6,568 factory licenses, earning revenue of INR 12.16 crore. Similarly, in 2022-23, 16,202 licenses were issued, generating revenue of INR 16.98 crore. In 2021-22, 11,867 licenses were issued, earning revenue of INR 12.91 crore. In 2020-21, 10,501 licenses were issued, generating revenue of INR 6.25 crore, while in 2019-20, 9,211 licenses were issued, and revenue of INR 8.59 crore was earned. In 2018-19, 16,507 licenses were issued, resulting in revenue of INR 6.04 crore.
